City Responds To State Attorney’s Concerns, Interim Police Chief Named

KISSIMMEE – In response to a letter received from the State Attorney’s Office raising concerns on several officers’ truthfulness and/or conduct, The City of Kissimmee is taking decisive action to address the issues, reaffirming the City’s commitment to integrity, accountability, and public trust.

Appointment of Interim Chief of Police

City Manager Mike Steigerwald has accepted the resignation of Chief Betty Holland.

To guide the department through a critical transition, City Manager Steigerwald has requested the assistance of the Orange County Sheriff’s Office and appointed Major Robert Anzueto as Interim Chief of Police beginning Wednesday, October 30, 2024. With over 30 years of law enforcement experience, Interim Chief Anzueto will lead the department’s comprehensive response to the concerns raised in the State Attorney Office’s letter and the Grand Jury’s forthcoming Presentment.

City Manager Steigerwald expressed gratitude for Sheriff John Mina’s support during this transition, emphasizing the need for strong leadership to command a department of more than 250 sworn and civilian employees.

Personnel Reassignments and Accountability

“We fully support the dedicated officers who serve our community with integrity,” said City Manager Steigerwald. “However, for those who do not meet our high standards, we will ensure a thorough, independent review of all allegations is performed and will make the necessary changes within the department to maintain trust.”

The Orange County Sheriff’s Office has also been requested to lead the investigations of those officers referenced in the letter from the State Attorney’s Office.

Additionally, the following personnel changes have already occurred:

  • Chief Betty Holland and Deputy Chief Camille Alicea have resigned from their positions.
  • Detective Jonathan Fernandez and Officer Milagros Sanchez have been placed on administrative leave.
  • Corporal Justin Lunsford has been transferred out of the Professional Standards Section.
